From the founding of the International Labour Organization (ILO) in 1919, it was decided that questions relating to seafarers should normally be considered by special maritime sessions of the International Labour Conference devoted exclusively to them, the first of which was held in 1920. The Maritime Labour Convention, 2006, an important new international Labour Convention, was adopted by the International Labour Conference at its 94th (Maritime) Session. Sometimes called a "bill of rights" for seafarers, the Maritime Labour Convention 2006 sets out seafarers rights to decent conditions of work and helps to establish conditions for fair competition for shipowners. It was designed as a global legal instrument that will become the 'fourth pillar' of the international regulatory regime for quality shipping, complementing the key Conventions of the International Maritime Organization (IMO). Marine oil spills are no longer considered unavoidable "accidents" resulting from adverse environmental conditions or functions of catastrophic events. More than 80% of all spills are the result of "human error". The focus of the current legal, regulatory, and convention framework affecting the transportation of oil by ship reflects a recent change in public attitude, in which there is an insistence upon protection of the world¿s marine environments, particularly coastal ecosystems. The outcome of such global attention is the creation of significant legal and political motivators for a cultural shift by the oil shipping industry, from an "evasion culture" to a "safety culture". The new safety culture connotes continuous improvement in ship operations and a willingness to adopt the evolving concepts of communication at all levels, better trained and qualified personnel on board ship, emphasis of safety from top down, and proactive institution of safety management systems. Mere compliance with international and national laws is no longer sufficient for future sustainable shipping. These changes and advancements in understanding the science and engineering of oil spills are the focus of this book on Oil Spills First Principles. They are Prevention, based upon adoption of the safety culture, and Best Response, utilizing scientific, technical and environmental data and information. Over the past 30 years, billions of US dollars have been spent in R&D planning, response and clean up of oil spills. All of these efforts have focused on achieving Best Response. The concept of time periods of "Technology Windows-of-Opportunity" for a given response and clean up technology has developed from the leadership and wisdom of researchers and responders from many nations using modeling of the weathering of spilled oil and technology effectiveness. The International Labour Organization's Maritime Labour Convention 2006 stipulates that all ships shall carry a medicine chest medical equipment and a medical guide. The International Medical Guide for Ships supports a main principal of that convention; to ensure that seafarers are given health protection and medical care as comparable as possible to that which is generally available to workers ashore. By carrying this guide on board ships and following its instructions countries can both fulfill their obligations under the terms of the Maritime Labour Convention 2006 and ensure the best possible health outcomes for their seafaring population. The Quantification Addendum contains recommended quantities indications and dosing for 55 medicines listed in the International Medical Guide for Ships 3rd edition. The quantities are based on three types of ships: . ocean-going ships with crews of 25-40 and no doctor (Category A); . coastal ships with crews of up to 25 that travel no more than 24 hours from a port of call (Category B); and . small boats and private craft with crews of 15 or less and usually travelling no more than a few hours from a port of call (Category C). These quantities have been updated to reflect the decrease of crew numbers on most ships and calculated for voyages of one month.
