Institutional review boards (IRBs) are the linchpins of the protection systems that govern human participation in research. In recent years, high-profile cases have focused attention on the weaknesses of the procedures for protecting participants in medical research. The issues surrounding participants protection in the social, behavioral, and economic sciences may be less visible to the public eye, but they are no less important in ensuring ethical and responsible research. This report examines three key issues related to human participation in social, behavioral, and economic sciences research: (1) obtaining informed, voluntary consent from prospective participants: (2) guaranteeing the confidentiality of information collected from participants, which is a particularly challenging problem in social sciences research; and (3) using appropriate review procedures for “minimal-risk” research. Protecting Participants and Facilitating Social and Behavioral Sciences Research will be important to policy makers, research administrators, research sponsors, IRB members, and investigators. More generally, it contains important information for all who want to unsure the best protection—for participants and researchers alike—in the social, behavioral, and economic sciences.

U.S. research-doctorate programs in the social and behavioral sciences were assessed by a committee of the Conference Board of Associated Research Councils. Attention was focused on 639 research-doctorate programs in seven disciplines in the social and behavioral sciences: anthropology, economics, geography, history, political sciences, psychology, and sociology. The effectiveness of these programs in preparing students for research careers was assessed. Indices that might be relevant to program quality were examined, and information was provided to evaluators on the names of faculty members involved with each program to be rated and the number of research doctorates awarded in the last 5 years. After describing the background to the study and the research methodology, survey findings are presented for each discipline. In addition to extensive statistical findings and analyses, the following appendices are presented: the Survey of Earned Doctorates, the instrument used in the reputational survey, the ARL Library Index, data on faculty research support and research and development expenditures, data on publication records, and lists of planning committee members and participants of the Conference on the Assessment of Quality of Graduate Education Programs. From the 1960s onwards, the clothing industry in the Netherlands and elsewhere in the European Union, experienced a deep crisis. Numerous went bankrupt and, even more so, workers lost their jobs. Imports from low wage countries started providing the bulk of retailers' collections. In the high wage economy of the Netherlands there seemed to be no more room for labour intensive industry such as clothing. However, in the 1980s a surprising development took place. In Amsterdam, a substantial number of new small clothing firms were established, focusing on short-cycle fashion production. Most of these firms were run by Turkish immigrants. During the 1990s, most of these firms disappeared again. At the same time the pattern of imports changed as well, with nearby countries in the Mediterranean region and Eastern Europe increasing their share of the fashionable clothing market. Migration and fashion played an important role in these processes. In this study, Stephan Raes analyses these developments and tries to explain why they occurred. He offers an elaborate multilevel theoretical framework to deal with the changes in the spatial organization of clothing supply. His analysis shows how large retailers have become the most powerful players in the Dutch clothing sector, and how the changes in the spatial pattern of clothing supply have to be understood against the changing logistics of their sourcing. The study takes us from the history of the Dutch clothing industry in the 19th century, to the detailed description of migrants entrepreneurs in the sector, and the changes in trade patterns. It focuses on the interaction of retailers with other actors in the sector, such as suppliers, consumers and governments. Finally, it takes places these developments against the background of transformations in the political economy of the Netherlands and Turkey.

The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) communicates its science and engineering (S&E) information to data users in a very fluid environment that is undergoing modernization at a pace at which data producer dissemination practices, protocols, and technologies, on one hand, and user demands and capabilities, on the other, are changing faster than the agency has been able to accommodate. NCSES asked the Committee on National Statistics and the Computer Science and Telecommunications Board of the National Research Council to form a panel to review the NCSES communication and dissemination program that is concerned with the collection and distribution of information on science and engineering and to recommend future directions for the program. Communicating Science and Engineering Data in the Information Age includes recommendations to improve NCSES's dissemination program and improve data user engagement. This report includes recommendations such as NCSES's transition to a dissemination framework that emphasizes database management rather than data presentation, and that NCSES analyze the results of its initial online consumer survey and refine it over time. The implementation of the report's recommendations should be undertaken within an overall framework that accords priority to the basic quality of the data and the fundamentals of dissemination, then to significant enhancements that are achievable in the short term, while laying the groundwork for other long-term improvements.

The National Science Foundation (NSF) has long collected information on the number and characteristics of individuals with education or employment in science and engineering and related fields in the United States. An important motivation for this effort is to fulfill a congressional mandate to monitor the status of women and minorities in the science and engineering workforce. Consequently, many statistics are calculated by race or ethnicity, gender, and disability status. For more than 25 years, NSF obtained a sample frame for identifying the target population for information it gathered from the list of respondents to the decennial census long-form who indicated that they had earned a bachelors or higher degree. The probability that an individual was sampled from this list was dependent on both demographic and employment characteristics. But, the source for the sample frame will no longer be available because the census long-form is being replaced as of the 2010 census with the continuous collection of detailed demographic and other information in the new American Community Survey (ACS). At the request of NSF's Science Resources Statistics Division, the Committee on National Statistics of the National Research Council formed a panel to conduct a workshop and study the issues involved in replacing the decennial census long-form sample with a sample from the ACS to serve as the frame for the information the NSF gathers. The workshop had the specific objective of identifying issues for the collection of field of degree information on the ACS with regard to goals, content, statistical methodology, data quality, and data products.

The 1954 Conference on Theory, sponsored by the Rockefeller Foundation, featured a who's who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a "realist" approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a "science" of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be "solved" by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.
